The Illinois Department of Transportation (IDOT) is seeking a commercial‑off‑the‑shelf (COTS) Software‑as‑a‑Service (SaaS) solution to replace its legacy Construction and Materials Management System (CMMS). The contract will cover a full‑scale implementation, data conversion, integration with existing IDOT applications, configuration, training, and ongoing support for a ten‑year term. The award will be based on technical merit, diversity points, and price.
• Mandatory functional areas include contract administration, construction diary, pay‑item management, material tracking, laboratory testing, vendor management, and integrated ad‑hoc reporting (Power BI preferred).
• Vendor must have installed a comparable CMMS in at least one other state transportation agency within the past five years; the implementation team must remain intact or be replaced with equivalently skilled personnel.
• The solicitation requires a BEP utilization plan (6 % minority‑business participation), detailed technical response, pricing attachment, and a demonstration (up to 2 hours) evaluated on an 8,815‑point script.
