Description
The Vermont Department of Public Service is seeking a qualified consulting firm to provide expert review and analysis of Vermont Gas Systems, Inc.’s upcoming cost‑of‑service (COS) rate filing. The consultant will evaluate the utility’s proposed cost of capital, capital structure, and return on equity (ROE), verify revenue and expense assumptions, and prepare testimony and supporting documentation for the Vermont Public Utility Commission. The engagement runs for a four‑year term (optionally extendable by one year) beginning January 15 2027 and will be compensated on a time‑and‑materials basis.
• Review VGS’s COS filing, including revenue requirement calculations, capital expenditures, O&M, tax, depreciation, and financing costs.
• Conduct independent cost‑of‑equity and ROE analysis using DCF, CAPM, and other accepted methodologies.
• Assess VGS’s capital structure, bond rating, and credit position; recommend appropriate rate of return.
• Prepare written reports, pre‑filed testimony, discovery support, and provide live testimony (in‑person or remote) before the Commission.
• Deliver work plans, revised COS models, cost‑of‑capital studies, and briefing materials in both editable (Word/Excel) and PDF formats.
• No bidders’ conference; questions due 10/23/2026; final proposals due 11/6/2026.
