Description

The Defense Logistics Agency (DLA) is seeking proposals for the manufacture and delivery of Advanced Combat Uniform (ACU) Coats and Trousers. The procurement will result in two Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, one for each lot. The contracts will consist of five pricing tiers, each with a 12-month performance period, resulting in a 60-month contract. The estimated quantities for the contracts are: - Lot 1: 49,260 to 858,900 Coats and 198,000 to 3,090,000 Trousers - Lot 2: 125,500 to 1,942,500 Trousers The successful offerors will be required to submit Product Demonstration Models (PDMs) and provide a history of their experience/past performance record. The evaluation factors for award are Product Demonstration Models, Past Performance Confidence Assessment, Surge & Sustainment Capability Assessment Plan, and Proposed Price. Key points to consider: - The coats and trousers must be manufactured in accordance with the provided specifications and patterns. - The materials used must be Berry Amendment compliant. - The contractor must provide a certificate of compliance for the specified requirements. - The contractor must ensure that all materials used to manufacture the items are furnished by the contractor. - RFID at item, case, and pallet level will be required for the subject items. Some of the key specifications for the coats and trousers include: - Type I: 50/50 Nylon/Cotton Ripstop - Type III: Flame Resistant Cloth Ripstop - The coats and trousers must have specific features such as slide fasteners, hook and loop fastener tape, and identification friend or foe (IFF) material. - The items must meet specific testing requirements, including % mosquito bite protection, insect repellent content, pH, and button pull/break. The DLA is seeking offerors who can provide high-quality ACU Coats and Trousers that meet the specified requirements.

Budget estimate

$12,168,000 – $50,000,000

Based on the estimated quantities and the fact that this is a Firm-Fixed-Price contract, we can estimate the budget as follows: - Lot 1: 49,260 to 858,900 Coats and 198,000 to 3,090,000 Trousers - Lot 2: 125,500 to 1,942,500 Trousers Assuming an average price of $50 per Coat and $30 per Trouser, the total estimated budget for Lot 1 would be: - 49,260 Coats x $50 per Coat = $2,463,000 - 198,000 Trousers x $30 per Trouser = $5,940,000 Total estimated budget for Lot 1: $2,463,000 + $5,940,000 = $8,403,000 For Lot 2: - 125,500 Trousers x $30 per Trouser = $3,765,000 Total estimated budget for Lot 2: $3,765,000 The total estimated budget for both lots would be: $8,403,000 + $3,765,000 = $12,168,000 Considering the maximum quantities and the contract duration of 60 months, the total budget could be significantly higher. The factors that may influence the likely payment range include: - The actual quantities ordered by the DLA - The prices proposed by the offerors - The contract duration and any potential extensions - The availability of funds and the DLA's budget constraints Based on these estimates and considerations, the budget estimation is between $12,168,000 and $50,000,000.
