Description
The City of Asheville is seeking a qualified consulting firm to update its Comprehensive Plan (“Living Asheville”) and rewrite the Unified Development Ordinance (UDO) along with related design manuals and standards. The effort includes extensive community engagement, data analysis, climate‑resilience integration, code modernization, and the production of digital tools that meet accessibility standards. The work is federally funded (CDBG‑DR/HMGP) and must comply with all applicable federal acquisition regulations.
• Conduct a full‑scale community‑engagement program (surveys, focus groups, outreach to low‑income and non‑English speakers).
• Update the Comprehensive Plan, including data‑driven land‑use analysis, housing‑needs assessment, flood‑risk and climate‑resiliency components, and an interactive web‑based visualization hub.
• Rewrite the Unified Development Ordinance (Articles I‑IX) and align it with the new plan, ensuring plain‑English language, modern zoning standards, and cross‑reference matrices to state statutes.
• Revise the Standard Specifications & Details Manual and related design guidelines to reflect the new code and best‑practice sustainable‑design standards.
