Description

The Calcasieu Parish Police Jury is seeking competitive sealed bids for the complete repair and improvement of the White Oak Park boat launch facility in Lake Charles, LA. The project includes demolition of existing structures, new concrete pads, steel and vinyl sheet‑pile bulkheads, timber dock construction, dredging, upgraded storm‑water controls, electrical lighting upgrades, and comprehensive landscaping and irrigation. The contractor must provide all required bonding, insurance, and compliance documentation, and must adhere to strict environmental controls (turbidity curtains, SWPPP) and local labor residency requirements. • Demolition, excavation, and new concrete work (4‑7 in. thick pads, revetments, parking striping). • Marine structures: steel/vinyl sheet‑pile bulkheads, timber dock, new boat‑launch and kayak‑launch facilities, and associated dredging (~1,525 cu yd). • Electrical: new 20 A branch circuit, LED lighting with phot‑cell controls, conduit and grounding per NEC. • Landscape: grading, hydroseeding, planting, irrigation system, and a 1‑year warranty on all plant material. • Mandatory environmental safeguards: SWPPP, floating turbidity curtains, and compliance with USACE and LDWF permits.

Budget estimate

$4,000,000 – $12,000,000

The solicitation does not disclose the contract value. Similar waterfront redevelopment projects in Louisiana typically range from $4 M to $12 M depending on material quantities, dredging volume, and labor intensity. Given the extensive scope (demolition, concrete, sheet‑pile, dock, electrical, landscaping, and environmental controls) a reasonable ball‑park estimate would be $6 M‑$10 M, with the lower end reflecting a lean construction approach and the higher end reflecting full‑spec material and extensive site work.
