Description

The FBI’s Critical Response Group (CIRG) and Hazardous Devices Tools and Technology Unit (HDTTU) are seeking a sole‑source, time‑and‑materials contract to continue technical research, testing, and capability development for counter‑IED and counter‑UAS (drone) programs. The award will go to USBTA Services Group (SDVOSB) for a one‑year base period with two optional one‑year extensions. Work includes conducting test events, tool characterization, developing realistic threat targets, evaluating advanced circuitry, supporting tactical bomb‑technician tool assessments, and advancing render‑safe and drone‑mitigation concepts. The effort is mission‑critical, builds on five years of prior work, and must maintain continuity to meet strict deadlines for inter‑agency partners. • Sole‑source award to USBTA Services Group (SDVOSB) • One‑year base period, two one‑year options (up to 3 years) • Technical research, testing, and prototyping for IED defeat and UAS threat mitigation • Activities: test events, tool characterization, scenario development, advanced circuitry evaluation, bomb‑technician tool assessments, render‑safe methodology development • Funding: multi‑year, total estimated value not disclosed (approx. $2‑5 M per year) • Location: Federal work (no specific state) • Contact: Tabitha Williams, [email protected]

Budget estimate

$2,000,000 – $5,000,000

The solicitation does not disclose a dollar figure, but similar FBI research‑and‑development contracts for counter‑IED and counter‑UAS work typically range from $2 million to $5 million per year, depending on the scope of testing, personnel, and equipment. Assuming a one‑year base period with two optional years, the total contract value could be roughly $2 M–$5 M annually, potentially reaching $6 M–$15 M over the full three‑year maximum. Factors influencing the final amount include the number of test events, complexity of tool characterization, and any additional support for inter‑agency deliverables.
