Description

The Pinellas County Solid Waste department is seeking a contractor to remove approximately 3,300 tires from five artificial reef areas off the coast of Pinellas County. The contractor will be responsible for removing the tires, loading them onto a transport vessel or barge, and unloading them into County-provided containers at the Artificial Reef Program Staging area. The contractor must have experience in marine salvage or debris removal and must provide a project approach and plan for removing the tires. The contract will be awarded to the most qualified contractor based on evaluation criteria including executive summary, qualifications and experience, project approach, and compensation/price proposal. • The project includes the removal of tires from five artificial reef areas: Clearwater Artificial Reef, Rube Allyn Reef, St. Pete Beach Artificial Reef, Treasure Island Artificial Reef, and Madeira Beach Artificial Reef. • The contractor must provide a tire removal plan, a systematic approach to ensure the entire reef area is cleared of tires and other marine debris, and a project schedule with a tire and marine debris removal rate projection. • The contractor must also provide a price proposal for each line item, including mobilization, removal, loading, transport, and unloading of tires for each reef area.

Budget estimate

$500,000 – $2,000,000

The budget for this project is likely to be in the range of $500,000 to $2 million, based on the scope of work and the number of tires to be removed. The actual budget will depend on the contractor's price proposal and the County's budget for the project. Factors that may influence the budget include the cost of equipment and labor, the complexity of the removal process, and the need for any additional services such as disposal of the removed tires.
