Description
The Alpena County Land Bank Authority (ACLBA) is seeking a qualified demolition contractor to fully remove the “Old Big Boy” commercial structure at 1315 W Chisholm St, perform utility caps, control erosion, and restore the site to a graded, seeded condition ready for future development. The contract is funded by State Land Bank Blight Elimination Grant with federal compliance requirements. The work must be completed by 1 June 2026, with strict safety, environmental, and documentation obligations.
• Complete structural demolition, including foundations, basements, and below‑grade elements, while preserving designated utilities and sheet‑piling.
• Provide site security, 4‑ft woven‑wire fencing, dust suppression, and seasonal erosion‑control (blankets in fall/winter, silt fences).
• Cap sewer and water lines, obtain Miss Dig locates, and submit NESHAP notifications before demolition.
• Grade the excavated area, place 2‑6 in. topsoil, seed perennial grass, and restore right‑of‑way in‑kind or better.
• Deliver extensive documentation (permits, waste manifests, photos, schedules) prior to final payment and retain records through 31 Dec 2031.
