Arkansas Tech University is establishing an on‑call Job Order Contract (JOC) for general contractor services covering new construction, repairs, alterations, replacements, and maintenance of university‑owned facilities. The contract will be awarded to one or more qualified firms that hold a valid Arkansas contractor’s license, can operate within 150 mi of the Russellville campus, and can manage individual work orders up to $1.2 M. Proposals must include a mark‑up percentage, detailed qualifications, references, and staffing plans. The award process includes a mandatory pre‑bid meeting, a compliance review, technical evaluation (40 pts) and a heavy weighting on price (50 pts). The initial term runs to 30 June 2027 with the possibility of annual renewals for up to four years total.
