The Navajo Nation Fiscal Recovery Fund Office is soliciting a fixed‑price contractor to design, permit, excavate, and install residential onsite wastewater treatment systems (OWTS) for homes within the Newcomb Chapter, remove abandoned septic units, conduct soil testing, and deliver engineered, professionally‑stamped reports. The contractor must obtain all necessary permits, submit required environmental and safety plans, and complete all installations by December 31 2026. Preference will be given to Navajo‑certified firms, and a 10 % bid guarantee is required for contracts exceeding $50,000.
• Scope includes site assessment, engineering design (PE‑stamped), permit acquisition, excavation, installation of septic tanks, drainfields, and associated infrastructure.
• Must provide stormwater, traffic, and safety plans; perform certified soil analyses; and supply operation‑and‑maintenance manuals to homeowners.
