North Bay Coastal Mitigation Establishment Project

Caltrans District 4 is seeking a qualified vendor to supply pre‑transfer mitigation credits for wetlands, other waters, the California red‑legged frog (CRLF), and the Myrtle silverspot butterfly (MSB). The credits must be generated within the Gualala‑Salmon HUC‑8 Sub‑Basin and be available for purchase by August 1 2031 (per Addendum 2). The contractor will manage regulatory compliance, secure approvals, deliver documentation, and provide monthly reporting through the contract term. • Deliver 2.1 wetland‑bank credits, 1.9 other‑waters credits, 9.0 CRLF credits, and 4.2 MSB credits (tenths acre‑credits). • Coordinate with USACE, USFWS, CDFW, California Coastal Commission, and State Water Boards to obtain necessary permits and approvals. • Provide a credit‑sale agreement, bill of sale, payment receipts, and monthly progress reports for the contract period (approximately 7 years).
