Budget estimate

$300,000 – $800,000

Based on typical municipal engineering fees for a 20‑year master plan covering a utility of this size (≈ 500 mi of water lines, 400 mi of sewer lines, multiple treatment plants), a qualified firm can expect a contract value ranging from roughly $300,000 for a minimal scope to $800,000‑$1,000,000 for a full‑service engagement that includes detailed asset assessments, extensive modeling, stakeholder workshops, and training. The final amount will depend on the firm’s hourly rates, the depth of data collection required, and any additional testing or supplemental studies the City may request.
