Description

Kershaw County is seeking a qualified firm, partnership, joint venture, or team to provide multimodal transportation planning and engineering services for the development of a Safe Streets and Roads for All (SS4A) Safety Action Plan. The effort will focus on reducing severe injury and fatal crashes across all county roadways, creating demonstration projects, and evaluating their post‑implementation performance. • Conduct comprehensive traffic safety analyses and identify high‑risk corridors. • Develop a county‑wide Safe Streets and Roads for All Action Plan with design standards, counter‑measures, and implementation strategies. • Design, implement, and monitor demonstration projects that showcase proven safety improvements. • Perform post‑installation evaluations to assess effectiveness and refine future recommendations. • Deliver final reports and presentations to county officials and stakeholders.

Budget estimate

$200,000 – $600,000

Based on typical consulting rates for transportation planning and engineering (often $150‑$250 per hour) and the likely scope—needs assessment, plan development, design of demonstration projects, and post‑implementation evaluation—this multi‑month effort could range from roughly $200,000 for a minimal scope to $600,000 for a full‑service, multi‑year engagement. Factors influencing the range include project duration, staffing levels, data collection requirements, and the complexity of demonstration projects.
