Notice of Special Procurement - OSP Safety Tip Line

The Oregon State Police (OSP) is seeking to extend a contract for school safety tip line services, including call center support and a web-based data collection system. The current vendor, Sprigeo, has provided these services since 2017. The proposed extension is for three years, with an estimated total cost of $1,250,000. The OSP requires uninterrupted access to a specialized call center capable of receiving anonymous or confidential tips via phone, text, email, mobile app, or webform. Key responsibilities include providing 24/7/365 call center coverage, a secure data collection platform, user training and technical support, promotional and outreach materials, and hosting and maintenance of the SafeOregon website. • The contract extension is intended to maintain continuity of critical school safety services while the OSP prepares for a fully competitive Request for Proposal (RFP) in 2028. • The extension period will allow the OSP to review vendor capabilities and assess cost implications. • The current vendor, Sprigeo, has consistently met all operational and technical requirements. • The proposed extension is based on operational necessity and cost avoidance, not vendor preference.
