The Office of Insular Affairs (OIA) is seeking proposals for its Technical Assistance Program (TAP), which offers grant funding for short-term projects aimed at addressing the immediate needs of insular areas. The TAP program provides discretionary grant funding to tackle urgent economic, financial, government service, and capacity challenges in the insular areas. The program is versatile and can be used for various priority purposes, including audits and accountability, financial management, economic development, education, training, and capacity building, management and IT modernization, energy initiatives, natural and cultural resource management, youth and health programs, public safety, and disaster planning and recovery.
• The program is open to non-federal, local government entities and component units, hospitals, health centers, institutions of higher education, and non-profit organizations in the United States and its territories, as well as international entities whose proposed projects will benefit these insular areas and comply with 2 CFR 200.
• The program has a focus on unmet needs where other federal support is unavailable, and applicants must justify their requests by clearly defining the need or problem they aim to address and clearly outlining the proposed goals and outcomes needed to accomplish their aims.
• The program has restrictions on the use of funds, such as not using TAP grants for routine operating expenses or large construction projects, and not covering routine office supplies and standard equipment upgrades.
• The program requires applicants to submit a project narrative, budget information, and other documents as part of the application process.
