The program funds a wide range of supportive services—including emergency assistance, case management, shelter, medical/dental care, advocacy, transportation, childcare, legal aid, employment assistance, and cash assistance for victims of domestic violence, sexual assault, or stalking. Up to two awards may be made, each with a ceiling of $500,000, for a total estimated funding pool of $1 million. Recipients must be invited applicants; all other entities are ineligible. The award period aligns with FY 2026, and the services must be delivered directly to crime victims and surviving Angel families. • Funding mechanism: Cooperative Agreement (CA) • Estimated total funding: $1,000,000 (up to $500,000 per award) • Number of awards: 2 • Eligible services: emergency aid, case management, shelter/housing, health care, advocacy, transport, childcare, legal services, employment assistance, cash assistance for DV/SA/stalking victims • Application window: 22 Oct 2026 – 16 Nov 2026 • Eligibility: invitation‑only (specific invited applicants) • Required deliverables: direct victim services that address identified needs; compliance with OVC/OVW reporting and performance standards.

Budget estimate

$100,000 – $500,000

The NOFO lists an award ceiling of $500,000 per award and a total estimated funding pool of $1,000,000 for two awards. Assuming a competitive process, successful grantees could receive anywhere from a modest sub‑award (e.g., $100,000) up to the full ceiling of $500,000, depending on the scope of services proposed and the agency’s evaluation. Factors influencing the final amount include the size of the target population, the breadth of services offered, and the applicant’s demonstrated capacity to manage federal cooperative agreements.
