Description

The City of Pensacola, via Escambia County, is seeking a qualified construction firm to rehabilitate the 1,650‑ft south portion of the Bob Sikes Fishing Pier. The work includes structural repairs (pile jackets, concrete patching, crack sealing, cathodic protection), ADA‑compliant railing and deck lighting upgrades (solar‑powered luminaires on 30‑ft aluminum poles), new pedestrian signage, a vehicular gate with bollards, and related site improvements. The pier will be closed to the public during construction. Bidders must provide lump‑sum pricing, required bonds, insurance, and all required certifications. The project is funded under the RESTORE Act and Build America Buy America requirements. • Substructure rehabilitation: pile jackets, concrete repair, passive cathodic protection. • ADA upgrades: 34‑in high aluminum picket rail, widened deck, improved lighting (solar). • New signage, vehicular gate, bollards, and handrail enhancements. • All work performed under Escambia County Technical Specs, FDOT standards (where applicable), and environmental permits (FDEP, USACE). • Mandatory electronic submission via OpenGov portal; pre‑bid meeting optional (Sept 9).

Budget estimate

$4,000,000 – $8,000,000

The bid package lists extensive concrete work, pile jackets, steel railing, solar lighting, and site‑specific marine permits. Similar pier rehabilitation projects in the Gulf Coast region typically range from $4 million to $9 million depending on material costs, labor rates, and the extent of corrosion mitigation. Assuming an average unit cost of $200‑$300 per linear foot for structural repair plus $1‑$2 million for the ADA and lighting upgrades, a reasonable total contract value falls between $4 million and $8 million. Factors influencing the final amount include the condition of existing piles, the price of cathodic protection materials, and any unforeseen environmental remediation.
