Traffic and Transportation Engineering Services

Howard County is establishing an on‑call, as‑needed contract for traffic and transportation engineering services. The county will issue task orders for design, analysis, data collection, signal design, traffic‑calming, and on‑site support throughout Howard County. The contract will be awarded to a qualified consultant whose rates and approach represent the best value. The agreement is initially for one year with the possibility of up to five one‑year renewals, and pricing is based on hourly rates with a 2.8× ceiling and a 10% profit cap. • Provide complete‑streets design, traffic‑calming studies, signal design, and operational analyses. • Conduct data‑collection (speed, volume, bicycle/pedestrian counts) and prepare technical deliverables (plans, studies, reports). • Supply a registered PE project manager (≥10 years experience) and up to ten one‑page key personnel resumes. • Submit a concise technical approach (≤3 pages) plus required forms (SF‑330, affidavit, signature cover). • Must meet insurance, living‑wage, and EBO requirements; all work ordered via purchase orders or procurement card.
