Human Resources – Medical Plan Options for San Joaquin County’s Health Plans

The County of San Joaquin is seeking proposals from qualified organizations to provide fully insured Medical Benefits Plan(s) for its health benefits programs for active employees, retirees, and their eligible dependents. The proposed plans should be effective January 1, 2027, and replace the current self-insured options where possible. The County is looking for fully insured medical and prescription drug options, including alternative plan designs for certain plans. Proposers must complete the required attachments, including the pricing schedule and benefits comparison. The County reserves the right to reject any and all proposals and negotiate a contract based on all factors involved in the written proposal. • The County has approximately 7,016 active employees and 1,400 retirees and their dependents. • The current plans include self-insured and fully insured options, with various provider networks and plan designs. • The County is seeking proposals for fully insured options, including medical and prescription drug benefits. • Proposers must provide clear implementation instructions, schedules, and statements of work. • The County reserves the right to add qualified contractors at any time.
