Description

NASA’s Wallops Flight Facility is conducting market research to gauge interest from U.S. entities in developing advanced payload processing infrastructure on approximately 15 acres of land on the north end of Wallops Island, Virginia. The goal is to support high‑throughput, mega‑constellation missions by providing additional integration, testing, and processing capabilities. NASA will retain ownership of the land and may lease parcels to commercial or governmental partners for construction, operation, and maintenance of the facilities. Respondents are asked to submit a concise (≤10‑page) response describing their concept, land footprint, utility needs, operational profile, and relevant experience. An Industry Day is scheduled for September 22, 2026, and all responses are due by October 30, 2026. This RFI is informational only; no funding is offered and no contract award is implied at this stage. • Target location: ~15 acres on North Wallops Island, VA • Intended use: High‑volume payload integration, testing, and processing for mega‑constellation satellites • Eligible participants: U.S. federal, state, and commercial entities (Space Commerce Act definition) • Required submission: PDF ≤10 pages, sent to [email protected] (and [email protected]) by 30 Oct 2026 • Mandatory Industry Day registration by 16 Sep 2026 (event on 22 Sep 2026) • No payment or award; purpose is market research for potential future lease/partnership opportunities.

Budget estimate

$5,000,000 – $20,000,000

Although the RFI does not specify any contract value, NASA’s intent to lease the 15‑acre site to a qualified partner suggests a multi‑year, high‑value agreement. Based on comparable aerospace infrastructure lease/development projects, a reasonable estimate for total revenue (including lease payments, construction, and ongoing operations) would fall between $5 million and $20 million over the life of the project. Factors influencing the range include the scale of the facilities, required utilities, duration of the lease, and whether NASA provides any cost‑share or incentives.
