Description

The 2017 Child Advocacy Development Grant program, administered by the New Jersey Department of Children and Families, provided up to $2.94 million in one‑time grant funding to enhance child‑advocacy centers across the state. Each county could receive a single award of up to $140,000 to support treatment services, facility renovations, technology upgrades, or program expansion that met the National Children’s Alliance standards. Eligibility was limited to child‑advocacy centers, multidisciplinary diagnostic teams, or county government/prosecutor offices affiliated with a county prosecutor’s office. Proposals were required to include a 20‑page narrative, detailed budget, and extensive supporting documentation; non‑attendance at the mandatory bidders conference resulted in automatic rejection. Awards were announced on May 16 2017 and funds had to be obligated by June 30 2017. • Funding scope: treatment services, facility/technology improvements, and program redesign for child‑advocacy centers. • Maximum award per county: $140,000; total available pool $2.94 million. • Strict compliance: DUNS number, SAM registration, affirmative‑action/anti‑discrimination certifications, and extensive documentation required. • Deadline hierarchy: Bidders conference (April 13 2017), proposal submission (May 9 2017), award notice (May 16 2017), fund obligation (June 30 2017).

Contract value

$2,000,000

The RFP states a total funding ceiling of $2.94 million with a per‑county maximum of $140,000. Fourteen counties received awards, which at the maximum would total $1.96 million. It is reasonable to assume that most counties were funded near the cap, but some may have received less. Accounting for potential partial awards and administrative costs, a conservative estimate of the total awarded amount is roughly $2 million. This estimate reflects the sum of individual grants rather than the full $2.94 million pool, which includes unfunded or reserve amounts.
