Economic Development Incentive Analysis

The City of Tucson is seeking a qualified firm to provide economic development incentive analysis services on an as-needed basis. The scope of services includes conducting independent economic impact analyses of projects to determine their feasibility and potential benefits to the City. The contractor will also conduct financial reviews of project pro forma and developer financials to advise the City on project eligibility for the Government Property Lease Excise Tax (GPLET) incentive. The contract has a term of five years, with the option to renew for four additional one-year periods. The City reserves the right to award multiple contracts for this service.
