INTENT TO SOLE SOURCE Base Refuse

This solicitation is a Notice of Intent to award a sole‑source contract for integrated solid‑waste management, collection, recycling, and tire‑removal services at Malmstrom Air Force Base in Great Falls, Montana. The contractor will be responsible for all aspects of waste handling, including weekly collection of municipal solid waste and recycling, bulk‑item pickups, seasonal ash and lime collection, construction‑debris removal, and disposal of waste at an off‑base permitted landfill while providing monthly performance and cost reporting. The award will be made to Republic Services, Inc., but other capable vendors may submit capability statements. • Provide weekly MSW and recycling collection across the entire base, including special‑event and bulk‑item pickups. • Manage seasonal ash and lime collection, construction debris removal, and tire‑removal in compliance with DoD environmental regulations. • Submit monthly reports (tonnage, tipping‑fee invoices, recycling proceeds) by the 10th of each month and maintain all required certifications, insurance, and CTIP/anti‑terrorism training.
