Description

The City of Asheville is seeking an independent contractor to provide “as‑needed” pole banner installation, removal, repair, and maintenance services throughout the city. The contractor must manage hardware, keep an up‑to‑date electronic inventory of all banner locations, and be able to respond to ad‑hoc requests for pole counts or new installations. The work includes safety compliance with both City policies and Duke Energy utility requirements, and requires the ability to work at heights using lifts and near energized utility poles. The contract is initially for one year with two optional one‑year extensions, and pricing is item‑by‑item per pole plus a one‑time inventory fee. • Install, remove, repair, and maintain city‑approved pole banners and associated hardware on an as‑needed basis. • Maintain an electronic map/database of all banner locations, hardware types, and status; provide pole counts when requested. • Perform a full field inventory of the existing 228 pole banners at contract start and deliver a baseline database. • Comply with City of Asheville and Duke Energy safety and utility clearance standards; provide required insurance and certifications. • Submit itemized per‑pole fees (installation, repair, replacement, maintenance) and a one‑time inventory fee as part of the cost proposal.

Budget estimate

$30,000 – $80,000

Based on the scope (228 existing poles plus future ad‑hoc installations), the City will likely pay per‑pole fees ranging from $75 to $200 for each installation, repair, or maintenance event, plus a one‑time inventory fee estimated at $5,000–$10,000. Assuming an average of 150 service events per year at a mid‑range $120 per event, plus a $7,500 inventory fee, the annual contract value could fall between $20,000 and $30,000. If the contractor secures the two optional renewal years and experiences higher service volumes, the three‑year total could approach $80,000–$120,000. Therefore, a reasonable estimate for a single‑year award is roughly $30K‑$80K, depending on actual service frequency and negotiated rates.
