On-call NPDES Program Consulting Services

The City of Palm Springs seeks a qualified consulting firm to provide on‑call professional services for its National Pollutant Discharge Elimination System (NPDES) program. The consultant will act as the City’s representative to regulatory agencies, manage the NPDES inspection‑fee invoicing program, conduct commercial, industrial, restaurant and construction site inspections, deliver training to City staff, and lead public outreach and education on storm‑water pollution prevention. The contract is a three‑year on‑call agreement with two optional one‑year extensions and a total not‑to‑exceed ceiling of $2.5 million. • Provide program administration, reporting, and representation to County, State and Regional water‑quality boards. • Perform on‑site inspections of commercial, industrial, restaurant and construction sites, issue notices, and maintain the MS4 database. • Deliver internal training, develop outreach materials, and conduct community education activities. • Must maintain Qualified Stormwater Practitioner certification and provide Spanish‑language support where needed.
