Description
The Bureau of Indian Education (BIE) seeks a qualified accounting firm to perform a comprehensive financial review of Southwestern Indian Polytechnic Institute (SIPI) for fiscal years 2019‑2025, with optional extensions through FY 2029. The contractor will analyze approximately 300,000 ledger transactions per year, prepare audited‑style financial statements, identify internal‑control issues, and deliver detailed findings, recommendations, and corrective‑action matrices. Work will be performed primarily off‑site with limited on‑campus meetings, and must be completed within 45 days of contract award.
• Scope: Review of general‑ledger data, reconciliation, transaction testing, internal‑control assessment, and preparation of financial statements for FY 2019‑2025 (plus optional FY 2026‑2029).
• Deliverables: Work plan, bi‑weekly progress reports, data validation reports, draft and final financial statements, draft/final review reports, corrective‑action matrix, and exit conference.
• Personnel: Certified Public Accountants (CPAs) with experience in federal accounting, USSGL, higher‑education finance, and large‑volume transaction analysis.
• Location: Contractor’s facilities; brief on‑site work at SIPI building 106.
• Period of Performance: 45 days from contract award; optional one‑year extensions thereafter.
