Description
The Town of Spencer is soliciting qualified engineering firms to provide comprehensive peer‑review, construction monitoring, and design services for land‑use applications, covering both Planning Board and Conservation Commission reviews as well as on‑site inspections.
• Engineering review of Planning Board permits, site plans, and subdivision submissions to ensure compliance with zoning, utility, drainage, fire, and traffic standards.
• Conservation Commission reviews of wetlands, flood‑plain, storm‑water, and environmental impacts, including SWPPP compliance for projects over one acre.
• Full design and permitting services for municipal infrastructure projects such as road reconstruction, drainage improvements, and dam repairs.
• Construction monitoring—including pre‑construction meetings, site inspections at key milestones, CESSWI services, and final As‑Built verification.
• Requirement for a Massachusetts‑registered Professional Engineer or Professional Wetlands Scientist as Project Manager and a minimum of five years of relevant municipal consulting experience.
