Homeless Shelter Access Hub

The County is seeking proposals to operate a Shelter Access Hub, which provides shelter placement services and supportive services 24 hours a day, seven days a week, 365 days a year. The Hub operates around the clock to assist individuals and families in crisis, both in person and virtually. The successful proposer will be required to provide comprehensive emergency shelter navigation services, including transportation to shelter sites, client intakes and assessments, and coordination with local first responders and outreach agencies. The proposer will also be required to enter client data into the Homeless Management Information System (HMIS) and meet specific performance measures, including placing 95% of households into overnight shelter and achieving a HMIS Data Quality score of 95%. • The Shelter Access Hub will provide services to literally homeless households, including connection to emergency or day shelters, outreach, system navigation, and referrals. • The proposer will be required to have at least one year of experience assisting literally homeless households in Pierce County. • The proposer will be required to provide a detailed budget and financial plan, including a breakdown of costs and revenue sources. • The proposer will be required to demonstrate cultural competency and provide services that are sensitive to the needs of diverse populations.
