Wastewater Engineering Services

The Cecil County Department of Public Works is seeking comprehensive engineering services for wastewater projects. The scope of work includes planning, design, construction services, and related tasks for complex wastewater projects. The selected firm will provide on-call wastewater engineering services under an open-end contract. The contract term is from July 1, 2026 to June 30, 2027 with possible renewals up to June 30, 2031. The firm will be responsible for performing the work in a manner that ensures efficient, continuous, and orderly progress and completion within the timeframes established by the County. Some key services that may be required include: * Preliminary planning including alternate studies, MDE and EPA permit document preparation and approval, environmental impact studies, and public hearings and meetings * Data collection and topographic surveys * Coordination and preparation of environmental permitting documents * Design services for various projects including wastewater pump stations, wastewater collection system projects, and wastewater treatment plants * Evaluation and design of sludge dewatering, drying and handling systems * Collection system remedial projects * Wastewater system capacity analysis * Geotechnical engineering services * Stormwater management and erosion and sediment control design and approval * Preparation of Contract Documents for bidding purposes * Construction support services
