Description

The City of Huntington Beach is seeking a qualified contractor to replace and upgrade the Well 4 production facility that feeds the Peck Reservoir. The work includes demolition of the existing pump building and equipment, installation of a new 75‑hp well pump, new concrete foundation and slab, steel‑fusion‑bonded epoxy‑lined discharge pipe (6‑12 in.), a pressure‑sustaining valve with flow‑metering, a centrifugal liquid‑solids separator, new 480 V electrical gear, a pump VFD, and associated instrumentation. Optional items allow for demolition of an adjacent chlorine building and installation of a new PLC‑0004 control panel. The contractor must provide all labor, materials, equipment, and incident‑insurance, comply with all applicable utility, CAL‑OSHA, and City standards, and complete the work within 240 working days after notice to proceed. • Demolition of existing well‑pump building, removal of pump, motor, VFD, tubing, and well‑head piping. • Installation of new concrete‑filled CMU building, 75‑hp vertical pump, epoxy‑lined pipe, pressure‑sustaining valve, separator, and full 480 V power distribution with VFD and controls. • Provision of all required permits, safety plans, environmental BMPs, and coordination with City utilities; optional chlorine‑building demolition and PLC‑0004 panel installation.

Budget estimate

$1,500,000 – $2,200,000

The engineer’s estimate for the project is $1.8 million. Considering typical contractor mark‑ups, contingencies, and potential change‑order growth, the expected contract value to the winning firm is likely between $1.5 million and $2.2 million. Factors influencing the range include the optional scope items (chlorine‑building demolition, PLC‑0004 installation), site‑specific mobilization costs, and any schedule‑related premiums for meeting the 240‑day completion window.
