Description

The Federal Aviation Administration (FAA) is seeking industry partners to provide fully functional, Commercial-Off-The-Shelf (COTS)-based radar solutions for the Radar System Replacement (RSR) program. The program aims to replace up to 612 Non-Cooperative Surveillance Radar (NCSR) and Cooperative Surveillance Radar (CSR) systems at existing facilities by June 2028. The solution should meet the requirements outlined in the System Specification Document, including functional, performance, and interface requirements. Key aspects of the project include: • Replacing legacy radar systems with modern, reliable, and interoperable systems • Reducing the number of different surveillance radar system configurations • Reutilizing existing tower, rotary joint, and antenna configurations to the greatest extent possible • Maximizing COTS systems to avoid upfront non-recurring engineering (NRE) and associated testing • Providing a pathway to implement security controls consistent with a FISMA High impact system • Demonstrating prior FAA experience providing and integrating surveillance systems into the NAS • Possessing the manufacturing capability and capacity to produce and install systems in support of the product delivery schedule • Providing initial 1st and 2nd Level Maintenance to include required resources and infrastructure to ensure required system availability

Budget estimate

$612,000,000 – $3,060,000,000

Based on the scope of the project, which involves replacing up to 612 radar systems, and considering the complexity of the requirements, the budget for this project could be substantial. Assuming an average cost of $1 million to $5 million per radar system, the total budget could range from $612 million to $3.06 billion. However, this is a rough estimate and the actual budget may vary depending on various factors such as the specific solutions proposed, the number of contracts awarded, and the terms of the contracts.
