Blanket Purchase Agreement - Sample Testing

The U.S. Army Corps of Engineers (Portland District) is issuing a Small‑Business Set‑Aside RFQ to establish up to five five‑year Blanket Purchase Agreements (BPAs) for sample testing services. The contractor must operate an ISO/IEC 17025‑accredited laboratory, capable of performing mechanical and chemical testing on metal coupons (e.g., ASTM A743, A27, A148, A216, A516) including chemical analysis, carbon combustion, tensile, hardness, and Charpy impact tests. Coupons will be shipped to the contractor (no shipping or duty costs to the contractor). The BPA will cover testing, optional storage, and disposal of excess coupons at no additional cost to the Government. Pricing must be submitted via Attachment 1 and include proof of accreditation and a technical narrative.
