The City of Fresno’s Transportation Department (FAX) is seeking a qualified consulting firm to provide comprehensive planning services for the Downtown Intermodal Center, a multi‑use development adjacent to the Fresno High Speed Rail station. The work includes environmental compliance (NEPA/CEQA), development of a full Project Management Plan, real‑estate acquisition support, market and affordable‑housing analyses, and coordination of public‑private partnership opportunities. The contract will be awarded to the most qualified proposer after a qualification‑based evaluation, and the selected firm will later submit a detailed cost proposal. • Deliver environmental impact studies (Phase I/II ESA, NEPA/CEQA documents). • Produce a Project Management Plan covering schedule, budget, risk, QA/QC, and acquisition strategies. • Conduct market, housing, parking, and transit‑benefit analyses; prepare developer solicitation packages and negotiate joint‑development agreements. • Provide ongoing program management, stakeholder outreach, and coordination with the Federal Transit Administration and California High‑Speed Rail. • Must comply with federal (FTA) clauses, Davis‑Bacon prevailing‑wage rules, and insurance requirements; use of SBE subcontractors is encouraged.
