The City of Tacoma is seeking one or more consulting firms to conduct a comprehensive market and feasibility study of its public‑assembly venues – the Pantages, Rialto, and Theater on the Square (collectively “City Theaters”), the Tacoma Dome, and Cheney Stadium. The study will assess market opportunities, regional trends, and strategic options (renovation, expansion, or new construction) and will deliver a full set of analyses, program recommendations, financial models, and an economic‑impact report.
• Core Tasks: orientation & fieldwork; economic & demographic analysis; program development; 10‑year financial planning; economic‑impact quantification; final report delivery (unbound, 15 bound copies, digital package).
• Budget guidance: $150,000 flat‑fee (plus reimbursable travel); contract term 6 months with two optional 6‑month renewals (total up to 18 months).
• Mandatory participation: virtual pre‑proposal meeting (May 13) and in‑person site tour (May 21). Intent‑to‑propose by May 12; site‑tour intent by May 18.
• Evaluation: 100‑point rubric emphasizing experience (10 yr, ≥20 similar clients), qualifications, references, and financial terms.
