Description

The Delaware Valley Regional Planning Commission (DVRPC) is soliciting a qualified, pre‑qualified consulting firm to conduct a comprehensive feasibility study that will evaluate, design, and recommend a safe, accessible multimodal trail connection between the Naylor’s Run Trail (Newtown Square Branch Trail) in Upper Darby Township and the Pennsy Trail in Haverford Township. The study must assess existing conditions, engage the community (especially underserved populations), develop alternative alignments, and produce a final implementation strategy with cost estimates, all to be completed by June 30 2028. • Scope includes existing conditions inventory, GIS mapping, and safety data analysis. • Required public engagement: at least three public meetings, stakeholder interviews, surveys, and online tools. • Deliverables: work plan, progress reports, technical memoranda, alternatives analysis, conceptual design, cost estimate, implementation matrix, GIS data, story‑map, and final feasibility report. • Mandatory pre‑qualification under DVRPC’s TCDI Category 5; only pre‑qualified consultants may submit. • Proposal deadline Nov 13 2026; award anticipated Dec 16 2026. • Project budget is not disclosed; typical feasibility studies of this scale range from $300‑$600 K.

Budget estimate

$300,000 – $600,000

The RFP does not disclose a budget, but comparable regional trail feasibility studies typically range from $300,000 to $600,000 depending on scope, data collection intensity, community outreach requirements, and the level of detail in cost‑estimate and implementation planning. Factors influencing the final amount include the number of public meetings, GIS data production, and the depth of alternatives analysis.
