St. Johns River Trail - Phase 1 (Design)

The City of Green Cove Springs is soliciting an experienced engineering firm to provide full‑service consulting for the design and permitting of Phase 1 of the St. Johns River Trail – a 3.5‑mile, 8‑ft wide shared‑use, non‑motorized trail connecting Spring Park to the new Shands Bridge/First Coast Expressway. The consultant will be responsible for feasibility studies, boundary/topographic/geotechnical/hydrographic surveys, engineering design, cost estimating, environmental and cultural resource reviews, title searches, easement acquisition, and coordination with FDOT. Deliverables must be completed well before the state‑funded construction deadline of 30 April 2028 to allow the City to finalize grant documentation. • Scope includes site/route feasibility, detailed surveys, design specifications, cost estimates, permitting, and land‑right acquisition. • Required deliverables: boundary survey signed by a licensed surveyor, 30‑year title search with opinion, environmental permits, and coordination documents. • Proposal submission via the City’s e‑procurement portal by 10:00 AM on 9 Nov 2026; proposals valid for 60 days. • Evaluation based on firm qualifications (35 %), past performance (25 %), and methodology/approach (40 %). • Insurance and compliance requirements detailed; contract will be awarded to the most responsible and responsive proposer.
