The Town of Port Deposit, in partnership with the Wilmington Area Planning Council, seeks a multidisciplinary consulting team to develop a safety‑focused, context‑sensitive corridor study and 30% design for the Susquehanna River Road corridor, including safe vehicular, pedestrian, and bicycle access to the newly planned Hopkins Quarry Park and a shared‑use path to Octoraro Park. The effort will involve data collection, stakeholder engagement, crash analysis, alternative evaluation, environmental screening, and preparation of design packages that can transition to final engineering and construction if funding becomes available.
• Conduct existing‑conditions inventory, crash analysis, and safety countermeasure identification for a 3.5‑mile corridor.
• Engage local agencies, property owners, railroads, utilities, and the public through interviews, surveys, and advisory‑committee meetings.
• Develop conceptual alternatives for park access, trailhead design, and a shared‑use path (riverfront vs. railroad‑side).
• Produce a 30% design and basis‑of‑design package with cost estimates, phasing, permitting strategy, and implementation roadmap.
• Prepare environmental documentation (NEPA categorical exclusion) and coordinate with MDOT, SHA, USACE, and other regulators.
• Deliver final reports, GIS data, and presentation materials by June 30 2027, with optional follow‑on phases for 60%/90% design and full PS&E.
