Texas State University is seeking an experienced enrollment‑management consultant (or firm) to design a data‑driven scholarship‑optimization strategy that will grow undergraduate enrollment, improve retention, and maximize tuition revenue. The work includes reviewing and optimizing merit‑based scholarship programs, conducting market analysis, evaluating the “Bobcat Promise” tuition‑free program, benchmarking tuition discount rates, and providing bi‑monthly KPI reporting. The contractor will deliver an annual comprehensive strategy report and ongoing performance metrics, with the potential for a one‑year base term and up to four optional one‑year extensions. • Analyze current merit scholarships and recommend adjustments to increase headcount and net tuition revenue. • Produce an annual competitive market analysis using student‑tracker data and IPEDS benchmarks. • Evaluate and improve the Bobcat Promise program’s ROI and tuition discount rate positioning. • Provide bi‑monthly enrollment KPI dashboards and an annual post‑census report. • Maintain compliance with FERPA, Texas procurement rules, and VetHUB subcontracting requirements if subcontracting exceeds $100k.
