Sources Sought Announcement for Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Design-Build/Design-Bid-Build Construction Contract in USACE Norfolk District’s AOR

The US Army Corps of Engineers (USACE) Norfolk District is seeking information from industry for a potential Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for design-build and design-bid-build construction services. The contract will have a base period of five years and an estimated value of up to $99 million. The work will include major vertical and horizontal construction services for US Department of Defense facilities, such as administrative buildings, barracks, and infrastructure. Interested contractors should submit capability statements, including information about their experience, capabilities, and qualifications. • The contract is anticipated to be awarded in July 2026. • The solicitation is expected to be posted in February 2026. • The contract will require a bid guarantee and 100% payment and performance bonds. • The USACE Norfolk District is considering the use of a Project Labor Agreement (PLA) for the project. • Contractors are invited to comment on the potential use of a PLA and provide information about their experience with PLAs.
