Wastewater Annual Engineering Services

The City of Richmond’s Department of Public Utilities is seeking an engineering firm to provide on‑call professional services for its wastewater utility. The contract will support a wide range of tasks across capital improvement program (CIP) projects and ongoing operations and maintenance, including surveying, planning, design, permitting, bid support, construction management, and emergency response. Work will be issued via task orders, and the contractor must maintain a Virginia‑licensed Professional Engineer as the program manager. The agreement is structured as an hourly‑rate or lump‑sum arrangement with a maximum not‑to‑exceed ceiling per task order, and the City may issue multiple task orders over the contract term. • On‑call engineering, surveying, and planning for wastewater collection and treatment facilities • Design services (conceptual through bid‑ready) and architectural support for CIP projects • Permitting, regulatory review, and plan‑review assistance for state and federal permits • Construction‑phase services: bid support, construction management, value engineering, QA/QC • Emergency response and damage‑assessment services for critical utility outages • Project‑level tasks such as modeling, risk management, budget and cost‑of‑service studies, and stakeholder coordination • Requirement that a Virginia‑licensed Professional Engineer oversee all work • Task orders issued as needed; rates negotiated annually, with a 90‑day notice period for renewals
