Continuing Contract for Water & Wastewater Systems Construction and/or Program Management Service ("Project Management")

Fort Pierce Utilities Authority is seeking qualified engineering firms to provide construction management and program management services for water and wastewater infrastructure projects. The agency will establish one or more master continuing contracts, and individual projects will be assigned later via Specific Authorizations. Services include pre‑construction planning, scheduling, estimating, constructability review, procurement support, construction coordination, and execution for projects such as new construction, rehabilitation, upgrades, and emergency work. Each assigned project’s construction cost must stay below the statutory limit for continuing contracts. • Scope covers both water & wastewater utility projects across Fort Pierce, FL. • Contract is a qualification‑based selection; firms submit qualification statements rather than price proposals. • The agreement is a master “continuing” contract; work orders will be issued as needs arise, each with its own budget and schedule.
