Continuing Contract for Gas Operations Construction and/or Program Management Services ("Project Management")

Fort Pierce Utilities Authority is seeking qualified engineering firms to enter into one or more master continuing contracts to provide construction management and/or program management services for gas utility infrastructure projects. The solicitation aims to establish a pool of firms capable of handling pre‑construction planning, scheduling, estimating, constructability reviews, procurement support, and on‑site construction coordination for a variety of utility‑related projects, including new construction, rehabilitation, upgrades, and emergency work. Selections will be made using qualifications‑based procedures under Florida statutes, and individual project contracts will be awarded via specific authorizations as needs arise. • Scope: Construction management and program management for gas utility projects (pre‑construction to construction phases). • Contract: Master continuing contract(s) with work assigned on an as‑needed basis via specific authorizations. • Selection: Qualifications‑based selection per Fla. Stat. §§255.103 & 287.055; no bid bonds required. • Project Size: Each project’s construction cost must stay below the statutory limit for continuing contracts.
