Description

The Department of the Air Force is seeking information on thermal storage technologies to provide energy resilience for Tinker Air Force Base. The base requires a system that can store at least 58,800 MMBTU of natural gas or thermal substitute energy and support a 350 MMBTU/hour demand. The system must be capable of islanding from the utility grid and operating independently for at least seven days. The government is interested in learning about various technologies, their capacity, economics, and integration with on-site natural gas storage. • The system must comply with applicable United Facility Criteria (UFCs) and military standards. • The system must be capable of microgrid operation for natural gas or thermal substitute. • The system must have black-start capability, meaning it can begin operation without reliance on power from the electrical grid or pressure from the commercial gas utility. • The system must be designed and optimized to meet the government's requirements under two operating conditions: Normal Operation and Utility Outage Operation. • The government is seeking information on the proposed technology, configuration, and acquisition strategies.

Budget estimate

$10,000,000 – $50,000,000

The budget for this opportunity is difficult to estimate, as it is a Request for Information (RFI) and not a Request for Proposal (RFP). However, based on the scope of the project, which involves the design, construction, and operation of a thermal storage system capable of storing at least 58,800 MMBTU of natural gas or thermal substitute energy, the cost is likely to be substantial. Factors that may influence the likely payment range include the type and capacity of the thermal storage technology, the complexity of the system's design and integration, and the cost of labor, materials, and equipment. A rough estimate for a project of this scope could be in the range of $10 million to $50 million, considering the costs of similar energy storage projects. However, this is highly speculative and should be used as a rough order of magnitude (ROM) estimate only.
