Description

The City of Waco is seeking a qualified consultant to conduct a comprehensive ADA self-evaluation and develop a transition plan to enhance accessibility across city programs, services, facilities, and digital platforms. The project aims to assess current policies, practices, and physical infrastructure to ensure compliance with ADA requirements and improve equitable access for individuals with disabilities. Key objectives include evaluating citywide ADA policies and procedures, reviewing employment practices, codes, contracts, and digital accessibility, and assessing public facilities, parks, and sidewalks for accessibility barriers. The consultant will develop and implement a public engagement strategy to gather input from stakeholders, including individuals with disabilities, advocacy groups, and the broader community. Deliverables include detailed analyses of ADA-related policies, program access, emergency procedures, and staff training effectiveness; on-site accessibility assessments of approximately 100 public buildings, 53 parks, and 1000 miles of sidewalks; and documentation of barriers using standardized tools and photographic evidence. • Evaluate citywide ADA policies and procedures • Review employment practices, codes, contracts, and digital accessibility • Assess public facilities, parks, and sidewalks for accessibility barriers • Develop and implement a public engagement strategy • Provide detailed analyses of ADA-related policies and program access • Conduct on-site accessibility assessments • Document barriers using standardized tools and photographic evidence

Budget estimate

$200,000 – $500,000

The budget for this opportunity is likely to be substantial, given the scope of the project and the fact that it is a comprehensive ADA self-evaluation and transition plan. The cost of such a project can vary widely depending on the size of the city, the number of facilities and programs to be assessed, and the complexity of the transition plan. However, as a rough estimate, a similar project for a city of similar size might cost between $200,000 and $500,000. The final budget will depend on the specific proposal submitted by the consultant and the city's budget for the project. Factors that may influence the likely payment range include the consultant's experience and qualifications, the scope of work, and the city's priorities and budget constraints.
