Request for Proposals for Professional Consulting Services for Solid Waste Consulting Services

The City of Tustin is seeking a professional solid waste consulting firm to provide services in connection with the procurement of future solid waste collection services and the negotiation of a new agreement. The selected consultant will assist the City in preparing a Request for Proposals (RFP) for solid waste collection, hauling, recycling, and organics services, and will support the City throughout the negotiation and execution of a new agreement. The scope of work includes a comprehensive evaluation of the City's existing solid waste and recycling agreement, programs, development of a competitive RFP, and support in the negotiation of a new agreement. The consultant will also provide ongoing technical assistance and advisory services related to the administration and management of the new solid waste agreement. • The City is seeking a consultant with demonstrated expertise in California solid waste, recycling, and organic waste management, including procurement and contract negotiation services. • The consultant will assist the City in preparing for the upcoming expiration of its current solid waste agreement, which terminates on March 31, 2028. • The scope of work includes a comprehensive evaluation of the City's existing solid waste and recycling agreement, programs, development of a competitive RFP, and support in the negotiation of a new agreement. • The consultant will provide ongoing technical assistance and advisory services related to the administration and management of the new solid waste agreement. • The City anticipates executing a multi-year agreement with the selected consultant on an as-needed, time-and-materials basis.
