Intent to Sole Source - Detachable Coils

The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate with Medtronic USA Inc. for the acquisition of detachable coils used to stop internal bleeding and blood flow. The coils are designed to occlude internal bleeding and save lives, and can also be used to deliberately block blood flow to kill a tumor. The NIH-CC is seeking a sole source provider for this requirement, citing that only one responsible source can satisfy the agency's requirements. • The coils come in various diameters and deploy into different shapes to conform and constrict the blood vessel. • The products are designed to provide a continuum of care, from patient assessment to stopping a bleed or embolizing blood flow to ablate a tumor. • The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1.
