City of Hastings is seeking a qualified contractor to remove existing asphalt and concrete, stabilize the subgrade with Class C fly ash, and construct new 6‑inch Portland‑Cement‑Concrete pavement (≈ 6,100 square yards) at Parkview Cemetery, plus associated site work such as traffic control, erosion control, and utility relocation. Two optional parking‑lot extensions are available as alternates. The work must be completed by 20 Nov 2026, with a sealed‑envelope bid due 15 Jul 2026. The contract is fixed‑price, requires a 5 % bid bond, full‑value performance bond, and standard insurance coverage, and is sales‑tax exempt.
• Remove ≈ 5,200 SY of existing pavement, concrete headers, and sidewalks.
• Subgrade scarification, blending with ≈ 243 tons of Class C fly ash, and recompaction to ≥ 95 % density.
• Install new 6‑in. PCC pavement, 5‑in. sidewalks, and a 6‑in. driveway, plus a 120 LF PVC‑40 pipe run.
