Notary Public Course Instruction and Examination Development

The Commonwealth of Virginia’s Secretary of the Commonwealth is seeking a qualified vendor to design, develop, and deliver a mandatory Notary Public Course of Instruction and its associated examination. The course must meet the statutory requirements of § 47.1‑5.2 of the Virginia Code and be ready for launch by January 1 2027. The work will be performed remotely (online) and the solicitation is a small‑business set‑aside, giving preference to small enterprises. • Develop a comprehensive curriculum, lesson plans, multimedia content, and assessment materials for the Notary Public certification. • Ensure all instructional materials comply with Virginia statutory requirements and are suitable for online delivery. • Provide a final, fully functional course package (including platform setup, content, and examination tools) by the January 1 2027 deadline.
