The City of Wilmington seeks a comprehensive community‑engagement software platform to replace disparate manual and third‑party tools, providing a unified, WCAG 2.1 AA‑compliant portal for public outreach, data capture, analytics, multilingual support, and integration with existing municipal systems (Granicus OpenCities, GovDelivery, ESRI ArcGIS, Microsoft Entra ID). The vendor must deliver a SaaS solution (or equivalent hosted model) that can be operational for the pilot departments within a 12‑week implementation window and scalable for enterprise‑wide rollout.
