Description

The State of Colorado is soliciting qualified contractors to execute the “DRUM West Calamity Outlaw Project,” a mine‑closure and remediation effort on federal lands managed by the Bureau of Land Management (BLM). The scope includes mobilization/demobilization, development of a safety, health, and environmental action plan, installation of various mine closure structures (bat grates, backfilled adits, corrugated steel pipe grates, bulkheads, fences, cable nets, etc.), and provision of additional manual labor and materials as needed. Bids must be submitted electronically through Colorado’s VSS system; no paper or fax submissions are accepted. The bid schedule requires detailed pricing per unit (hourly, square‑foot, cubic‑yard) for each item. • Mobilize/Demobilize the crew and equipment to the DRUM West site. • Prepare and submit a comprehensive Safety, Health, and Environmental Action Plan. • Install a variety of mine‑closure structures across dozens of identified features (adits, subsidence areas, shafts). • Provide supplemental manual labor, grating material, and polyurethane (PUF) where not guaranteed. • Submit a complete, line‑item bid via the Colorado VSS portal by the posted deadline.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a total contract value. Based on the extensive list of mine‑closure features (dozens of adits, subsidence areas, and shafts) and the need for specialized grates, backfill material, and labor, a reasonable estimate for a full‑service contractor would fall between half a million and two million U.S. dollars. The lower bound assumes minimal material costs and a streamlined schedule; the upper bound accounts for higher material volumes, complex installations, and extensive safety‑plan development.
